BT South Tyneside’s Corporate Procurement Service (CPS) is responsible for all spending with external suppliers and providers of goods, works and services.

The service that CPS delivers for its clients includes:

- Determining requirements.

- Assisting with the completion of any specification.

- Ensuring the most relevant suppliers/providers in the market are used.

- Ensuring Value for Money and quality of goods and services.

- Manage and completing the tender process.

- Assisting in the valuation of tenders received.

- Ensuring European Procurement legislation is followed.

The CPS includes both Procure to Pay and Strategic Procurement services, offering the following:

- Invoice Management.

- Sourcing.

- Customer Service Centre.

- Supplier Maintenance.

- Catalogue Management.

- Category Management.

- Supplier Relations.

- Performance Management.

 

In the three years BT South Tyneside has been in operation it has delivered the following:

  • Year-on-year contractual savings targets over the lifetime of the contract.
  • The creation of a Strategic Procurement and Procure to Pay service to deliver an end-to-end procurement process.
  • An e-procurement and e-invoicing system
  • All contractual KPIs and PIs achieved.
  • Improved working relationships and quality of service from suppliers.
  • Increased spend with local businesses.
  • Increased efficiency and quality of services provided.

 PROCUREMENT GOVERNANCE

The administration of the Council’s procurement activities have been transferred to BT South Tyneside.   All procurements, regardless of value, must be referred to the CPS, which is responsible for all procurements on behalf of the Council, under the Council’s supervision and control and subject to Council’s overall agreement.  Advice and assistance on the application of the Procurement Procedure Rules (Rules) is available from the Corporate Procurement Service.

Procurement Steering Group

This meets on a monthly basis with the role of facilitating and influencing the necessary changes within the Council and is responsible for ensuring that the procurement service provided by the council’s Strategic Partner meets its objectives and achieves agreed savings targets in line with its contractual commitments.
